Dear Patrick, As we get started out here in the Window Rock and Fort Defiance areas in the coming weeks we will be in need of some labor to construct for our program. Will be great to serve those affected by the economic impact of COVID, people that have lost jobs or employment opportunities. Below is the list of the work I will have available, and will hope to bring some of them on for our team. We are constructing tiny homes as we have discussed, and our primary work is in carpentry, though we will have a few other jobs as listed below: Foreman $21/Hour: Someone with lengthy carpentry experience, who can manage teams, lead less skilled workers on best practices. Trusted and efficient, communicates well with myself and our admin. Carpenter $17/hour: Someone with carpentry experience, specifically measuring, nailing, cutting and installing frames of houses primarily made out of 2″x4″s. Someone who can follow plans and work well with others Laborer $15/hour: Someone with some building or relevant experience. Someone with experience using nail gun, skill saw, drills. Can be trained well, and follow instructions, reliable. Admin $19/hour: One person who can support with the logistics, movement, timesheets, payments, warehousing and onboarding of staff. Excellent communication and teamwork skills. Drivers $17/hour with a flatbed trailer, $15 an hour to drive with the driver and load and unload materials. These people can work part time ad hoc to pick up and move materials to the different locations and unload. Flatbeds needed, helpers needed to load/unload. Helpers $15/hour: generally a couple of younger hands, no experience necessary. They will be building the furniture that goes into our shelters part time, working closely with the Admin part time. Each construction crew is comprised of 1 foreman, 1 carpenter, and 2 laborers, but is flexible based on who we have. In total I would like to run 4/5 crews, and for that I need 1 strong admin, and a few drivers and helpers additional helpers for furniture probably just 2 people. We aren’t starting just yet, but if you could take some time to help provide some names and return the attached sheet to me within the next two weeks it will be very helpful. DONATE NOW – NAVAJO NATION COVID-19 FUND
The Navajo Health Command Operations Center has established the “Navajo Nation COVID-19 Fund” to accept donated funds to help respond to and fight Dikos Ntsaaígíí-19, the COVID-19 pandemic.
The Navajo Nation COVID-19 Fund is accepting monetary and non-monetary donations to address immediate medical and community needs. Charitable contributions to the Fund are deductible by the donor for federal income, estate, and gift tax purposes, and written acknowledgment of donation will be provided upon request. The Navajo Nation qualifies under Section 7871(a) of the Internal Service Code for purposes of receiving public or charitable distributions.
The Navajo Nation’s immediate medical needs include N95 masks, face shields, non-latex gloves (nitrile), medical-grade gloves, goggles/eye protection, surgical and isolation masks, isolation and level II surgical gowns, Tyvek coveralls, surgical caps, shoe covers, thermometers (no touch scan), portable pulse oximeters, ventilators, hand sanitizers, disinfecting wipes and sprays, alcohol-based wipes, and others.
The community needs include disposable masks, fabric masks, cleaning supplies, liquid hand soap, hand sanitizer, toiletries, thermometers, paper products, non-perishable food, bottled water, baby necessities (formula, diapers, wipes), livestock feed, hay, pet food, firewood, coal, and others.

2019 Mud Driving Tips

Check the mud level
- Get out of vehicle and survey the mud, especially the depth of it. It’s necessary to find out if your vehicle has the ability to handle the depth of mud.
- Easiest mud to traverse is shallow, 2 inches deep or less.
- Be aware of the forecast and report on conditions when entering an area.
Driving plan
- Make sure you have backup plan or recovery plan in case you do get stuck.
- Have additional resources at hand in case your worse case scenario comes to light.
- Keep a shovel, flashlight, water, blanket and fully charged phone battery in your vehicle.
- Let your family or friends know your destination or when you are leaving.
- Opt to not take the trip through the muddy road, safety is the most important aspect of driving. Wait for conditions to get better before trying the road. Weigh your options.
Avoid driving through the ruts
- Ruts caused by other vehicle reduce steering ability.
- Ruts are the softest and wettest spots, and reduces the clearance between the ground and vehicle tires causing possible damage to your undercarriage and tires.
Be slow and steady
- Maintain a steady speed. Drive as slow as possible and as fast as necessary.
- Approach muddy areas at a low speed.
- If you skid, do not hit the brakes. Back off the gas pedal and know where your wheels are pointed. If you were going slowly, the vehicle will decelerate and regain traction and the wheels will pull the vehicle in the direction they are pointed. Try turning your wheels into the skid if you cannot maintain control.
Maintain the necessary control
- Maintain the control for as long as your momentum allows. Keep the wheels straight and not move the steering unnecessarily when traveling slow and steady.
- If you’re stuck.
- Stay calm. Take a few moments to collect your thoughts and emotions.
- Try reversing out, keeping wheels straight. If not, use your floor mats by slipping them as far underneath the stuck tires as possible on the side you want to travel toward. Slowly ease onto the accelerator and out of the mud. Once you’re out- give your vehicle a chance to spin out the mud from your treads before you resume your normal speed.
Keep your windshield clear.
- Keeping your field of vision clear is as important as keeping your lights on in the dark.
Clean your vehicle.
- Clean the wheel wells and undercarriage, if mud dries and cakes on your driveshaft, it can cause misalignment and cause damage. Mud hold moisture against metal and leads to rust and corrosion.

Indian Health Service also reported early closures of several facilities today. Please see their press release attached for more information. We will continue to provide updates as they become available.
Winter Storm Warning

Take precautions and preparations for your family, home, and animals.
- Check on your elderly family members, single family, and family with medical conditions.
- Keep nearby all phone numbers for local law enforcement, hospital, fire department, and emergency medical services.
- Keep travel to a minimum during the storm and manage your animals – have adequate water, food and shelter prepared.
- Ensure you have adequate and secondary heating for your home, in case of a power outage.
- Keep cash on hand if needed.
- Coordinate with family and friends if travel is necessary to ensure a safe return and assistance if necessary.

The key information to be presented include:
- Purpose and requirements of the CDBG Program.
- Availability of Indian CDBG funds for proposed community development activities and range of activities that may be undertaken.

President Begaye Signs Legislation CJN-34-17 for Summer Youth Funds

President Begaye signed the following resolution into law on July 1, 2017.
CJN-34-17: Approving supplemental funding from the Unreserved, undesignated fund balance in the amount of $2,161,748 for summer youth employment to 110 Navajo Nation Council.
Please make note of amendment 1, which states “The Supplemental Funds shall not be distributed until a Chapter’s current balance for summer youth employment is depleted.”

Amendments to the Navajo Nation
Procurement Act, 12 N.N.C. §§ 301 et. seq.
PURPOSE: The Budget and Finance Subcommittee is considering amendments to the Navajo Nation Procurement Act (NNPA). The Subcommittee would like to hear concerns and proposed amendments to the NNPA.
WHEN: June 14, 2017 at 9 am-12 pm
WHERE: Navajo Nation Museum Auditorium- Window Rock, Arizona
PROTOCOL: Members of the public are encouraged to provide comments, but please note that during the public hearing, Navajo Nation Divisions and Chapters will be provided preference to provide comments as they work often with the NNPA. To ensure that the Subcommittee considers all concerns and proposed amendments, the hearing protocol will be as follows:
- Each Division, Chapter or business should select one (1) Representative who will verbally outline the concern and proposed amendment;
- Each Representative shall have a total of five (5) minutes.
- It is strongly encouraged that the Division/Chapter/Business provides, in writing, their concerns and proposed amendments to the NNPA. This written document should reflect the name of the Division/Chapter/Business, Representatives’ name, telephone number and email address.
- In outlining the concerns, it is requested that the Representative outline why the Division/Chapter/Business has a concern and what example or situation arose.

- Navajo Nation Procurement Act and Rules and Regulations; and
- Examples of proposed amendments to the NNPA.

Community Housing Infrastructure Department Housing Improvement Program Application

The Housing Improvement Program (HIP) is a federally funded program by P.L. 93-638 contracts.
The program assists very-low income individual(s) and families with housing assistance who meets
the eligibility requirements outlined in the 25 Code of Federal Regulations, Part 256. The eligible
applicants are ranked in order of need, from highest to lowest, based on the total numeric priority
ranking points. Application intake starts in March ends September 30.

FY-2017 ICDBG FUNDING DEADLINE
The proposal submission deadline is December 02, 2016 at 5pm. Proposal can be submitted to the Community Development Block Grant (CDBG) Program main office in Window Rock, Arizona or clocked in at local Administrative Service Center office to ensure proposal is received by 5pm. Proposal needs to be logged in on or before the deadline date and time. If mailed, it needs to be post marked no later than the deadline date. Refer to CHID/CDBG website for the program requirements at www.nnchid.org
The Program provides an opportunity to the Navajo Nation chapters to submit a proposal for funding consideration. The underlying objective is to increase public knowledge and participation in accordance to 24 CRF 1003.604 – Citizen Participation.
The Program strongly encourages chapter involvement through partnership efforts and acquisition of resources in order to address community development needs.
The CDBG Program is located on the second floor, southwest corner of the Administration Building No. 2 in Window Rock, Arizona. The office phone number is (928) 871-6564. Window Rock, Arizona – The Community Development Block Grant Program (CDBG) would like to inform the public and Navajo Nation about its office closure from Monday, August 29, through Tuesday, August 30, 2016 from 8:00 a.m. to 5:00 p.m. daily. The CDBG Program staff will be attending a strategic planning session and the office will resume on Wednesday, August 31, 2016.

Project Coordination Meeting
The Community Development Block Grant Program has scheduled a Project Coordination meeting on Thursday and Friday, July 07-08, 2016 at Fire Rock Casino conference room for 13 Chapters which received FY’2015 Indian CDBG and Unreserved Undesignated Fund Balance (UUFB) funding. Many Farms Chapter is the only waterline and the remaining are powerline projects. The Program requests participation from the chapters mentioned in the attachment to attend this important discussion.
The purpose is to meet with Utility Companies and Chapter Representatives to discuss the following topics:
- Implementation process
- Administrative requirements
- Project implementation schedules
- Project monitoring and coordination
- Housewiring status
The objective is to complete the projects in a timely manner and within budget successfully. See attached Off Reservation Travel memo and agenda. We look forward to seeing you there.

WINDOW ROCK-Representatives from Zia Engineering & Environmental Consultants, LLC, met with President Russell Begaye and Vice President Jonathan Nez to discuss a Navajo Nation Solid Waste Management Plan.
A comprehensive solid waste management plan is needed for the Navajo Nation, said Vice President Nez, to transition from waste disposal to recycling. The Zia Consultants outlined steps of implementation they wanted to address with the Office of the President and Vice President along with attending staff from Navajo Nation Environmental Protection Agency, the Department of Justice and the Division of Community Development. The conference will be held on March 22-24, 2016 at the San Juan College campus in Farmington, NM. We have invited many interesting and useful presentations from partners like Google, U.S. Census Bureau, Castillo Technologies, Interlinx, Americas, NN Rural Addressing, and many more. We will also have interactive sessions with different technology vendors and Navajo Nation departments. There will be drawings for prizes with grand prize drawings on the final day. The proposal submission deadline is extended to Wednesday, January 20, 2016 at 5pm because the Community Development Block Grant (CDBG) Program which is located at the Administration Building No. 2 in Window Rock, Arizona, will be closed on Friday, January 15, 2016 for critical maintenance work.
Proposal can be submitted to the CDBG main office in Window Rock, Arizona or clocked in at local Administrative Service Center office to ensure proposal is received by 5pm. Proposal needs to be logged in on or before the deadline date and time. If mailed, it needs to be post marked no later than the deadline date. The program has limited funds to provide photo copying. Recycling and Illegal Dumping Grants Available

The Recycling and Illegal Dumping Grant application is now available. Municipalities, Counties, Solid Waste Authorities, Land Grants, and Pueblos, Tribes and Nations are encouraged to apply for scrap tire abatement, management and education projects; illegal dumping abatement, prevention and education projects; recycling infrastructure and education projects. $900,000 will be granted out this cycle, with $600,000 available for tire projects and $300,000 available for recycling and illegal dumping projects.
Grant applications are due by 5:00 pm on Friday, April 3rd, 2015 at the Solid Waste Bureau office in Santa Fe. You are strongly encouraged to read the “Grant Instructions” before starting the grant application.
CHANGES: There is now just one application for all three types of projects. Please make sure you indicate if you are applying for a Tire, Recycling, or Illegal Dumping Grant in the checkbox provided. Failure to indicate your project type, or indicating the incorrect project type, will result in your application not being scored.

Navajo Nation Emergency Operations Center Activated

The Navajo Nation DEM has received a number of reports and requests for assistance in various forms.
I wanted to take the time to make sure that all chapters have the following Incident Report Form (attached), which can be filled out electronically and sent back or filled out by hand and faxed in.
The phone numbers here to the NN EOC are 505-371-8415/8416. We will have it manned during regular business hours (M – F/ 8 to 5) unless we need to carry longer hours.
We have DEM staff out in the field conducting assessments. Please continue to keep us updated. We also work closely with NN CHR’s for our high-risk population and NDOT, NTUA and BIA to make sure all major roadways and outages are addressed. Please remind our communities that heavy equipment will sink and make matters worse (I’ve attached last years’ flood picture as an example). The best thing to do is to wait for the mud to dry. The best time for assessments and welfare checks on elderly/high-risk is early in the morning when the ground is still frozen.
We have also received a number of requests for chapters that do not know how to do an Emergency Declaration. For those chapters, I urge you to respond to this email, and I will forward you other chapter declarations that have submitted for this emergency, so you may use them as a reference. We currently are putting together a spreadsheet, like we did in previous disasters to track (Current Conditions, Actions Taken, Needs) and will do the best we can to keep you all updated. Please track all costs.

KAB 2015 Dr Pepper Snapple Park Recycling Grant

Keep America Beautiful has announced the 2015 Dr Pepper Snapple Park Recycling Grant program. Open to local and state government agencies as well as community based organizations, this program awards recycling bins for use in park settings such as neighborhood and urban parks, athletic fields, nature trails and public beaches.
Applications are begin accepted online now through March 20.
Those interested in a grant will submit an online proposal requesting a specific number of bins from menu of three styles offered. Applicants will be notified in late April whether a grant has been awarded. Grant recipients will have bins shipped to them in late May or early June 2015. Keep America Beautiful-Coca Cola Recycling Bin Grant Announced – Due Feb 27

Keep America Beautiful (KAB) and The Coca-Cola Company have announced a call for applications for the 2015 Coca-Cola/KAB Recycling Bin Grant Program, a program designed to expand and support recycling in communities across America. The Coca-Cola/KAB Recycling Bin Grant Program is funded through a $250,000 grant from The Coca-Cola Foundation, the philanthropic arm of The Coca-Cola Company. Grant applications will be available online through Friday, Feb. 27, 2015. All interested parties can visit bingrant.org to apply.
Since 2007, 542 organizations including schools, local governments, universities and other community groups have received grants providing more than 39,000 recycling bins. With grants distributed across the country, more than 4.5 million people have daily access to bins provided through the program. The 2015 program is expected to award more than 3,500 bins and result in an estimated 1 million pounds of recyclable materials collected during their first year in use.
“The more recycling bins there are, the easier it becomes to recycle,” said Brenda Pulley, senior vice president, recycling, Keep America Beautiful. “We thank Coca-Cola for its ongoing support to provide bins for convenient access to on-the-go recycling in scores of communities across the nation.”
“Together with Keep America Beautiful, we are working to increase local recycling rates and to encourage environmental sustainability in communities across the country,” said Lori George Billingsley, vice president, community relations, Coca-Cola North America.
Eligible recipients for the 2015 Coca-Cola/KAB Recycling Bin Grant Program include government agencies, colleges, civic organizations, schools and nonprofit groups. Successful applicants will be notified by KAB in April 2015, at which time KAB will offer guidance, confirm the recipients’ needs, and solidify their bin selection. Suppliers will deliver bins directly to the recipients throughout the summer.

The Navajo Nation Capital Improvement Office New Mexico Chapter Projects Management Workshop will be held in Albuquerque, NM on January 28-30, 2015.
This workshop is designed specifically for New Mexico Chapter Managers and Chapter Coordinators to focus on project portfolio management and lead agency implementation for chapter projects. Be mindful that this workshop is not designated for Chapter Officials. This meeting is also intended to be designed for project authorization, lead agencies and different stakeholders to become updated on the status of your project, to determine what may or may not be missing and to assist you in understanding the process of project development.

RDC Approves ASC Plan of Operation

On Thursday, June 26, 2014 the Resources and Development Committee unanimously voted 3-0 approving the Legislation 0139-14, “Amending the Plan of Operation for the Navajo Division of Community Development in N.N.C. §1453 and Approving a Plan of Operation for New Administrative Service Centers which will Replace the Local Governance Support Centers as Part of the Decentralization Project Plan”.
With the approval of the Administrative Service Centers (ASC) plan of operation, implementation efforts are underway to transition the Local Governance Support Centers to the ASC. The new ASC department has 38 new positions that it will need to fill. DCD is reaching out to the public to pass along the information to Navajos with degrees that want to return to the Navajo Nation and work closely with the 110 chapters to support accounting development, planning capacity, LGA certification, post-LGA-certification, etc.
